Mr. Ciganda is Kelson’s Vice President of Strategy, responsible for analyzing the strategic environment that each of Kelson’s businesses face, and developing plans that maximize opportunities and minimize threats. Mr. Ciganda also manages the firm’s financial analysis and valuation efforts and advises on structuring of acquisitions and financing. Mr. Ciganda has led the preparation of economic and regulatory analysis, derivatives modeling and electricity market modeling in support of project acquisitions and redevelopment. Mr. Ciganda provided testimony to Federal Energy Regulatory Commission (FERC) in a Horizontal Market Power Case against Dogwood Energy where FERC fully accepted Dogwood arguments and maintained Dogwood’s Market Authority. Prior to joining Kelson in 2008, Mr. Ciganda held the position of Senior Consultant in Energy and Corporate Finance at Bates White LLC where he performed economic analysis, market forecasting, and financial analysis for regulated and unregulated clients in the US and abroad. Mr. Ciganda obtained his Licentiate in Economics degree from the Universidad Católica del Uruguay and his Master in Business Administration from Georgetown University’s McDonough School of Business.
